In 2020, a 60-year-old woman in Pennsylvania saw a flood of political ads on Facebook. Some painted one candidate as corrupt; others showed the opposing party as a threat to democracy. The messages seemed personal, as if tailored to her beliefs. They were. Artificial intelligence had analyzed her past posts, comments, and browsing history, predicting what might sway her vote.
AI-driven political campaigns have changed how voters receive information. These systems analyze vast amounts of data to shape messages for specific groups. This personalization raises concerns about fairness, transparency, and democracy itself.

Microtargeting and Voter Influence
AI sorts voters into categories based on age, location, interests, and online behavior. Campaigns then send tailored ads designed to appeal to specific concerns. In the 2016 U.S. election, Cambridge Analytica used AI to analyze data from 87 million Facebook users. The firm created profiles to predict voter behavior, influencing public opinion through targeted messages¹.
A 2022 study found that personalized ads increased engagement by 40% compared to generic ones². While this boosts outreach, it also raises concerns about misinformation. AI can deliver misleading ads to specific groups, making fact-checking harder.
Deepfakes and Misinformation
AI-generated deepfakes create fake videos and audio clips that look and sound real. In 2023, a deepfake of Joe Biden discouraging voter turnout spread online. The video, later debunked, had already reached millions³. A study found that 63% of people struggle to tell deepfakes from real videos⁴, making these tools dangerous in elections.

Manipulating Public Opinion
AI-powered sentiment analysis helps campaigns track public reaction to issues in real-time. In 2020, researchers found that AI-assisted campaigns adjusted messages within hours based on trending concerns⁶. This allows parties to shift narratives quickly, sometimes to mislead or confuse voters.
Foreign governments also use AI to sway elections. A 2023 U.S. intelligence report found that China and Russia deployed AI-driven influence campaigns in multiple countries⁷. These operations push false narratives, weaken trust in democratic institutions, and fuel division.
Lack of Regulation
AI in elections operates with few restrictions. In 2022, the European Union proposed rules to label AI-generated content in political campaigns, but enforcement remains weak⁸. The U.S. has no federal laws governing AI in political ads, allowing campaigns to use these tools with little oversight.
Experts warn that without regulations, AI will continue shaping elections in unpredictable ways. Governments must act before AI becomes a permanent force in voter manipulation.
